House System and Student Council for implementation in all Upper Primary, High Schools and Higher Secondary Schools of Govt./Local body, KGBV, Model Schools & URS under the School Education Department to foster the leadership, discipline, teamwork and a sense of responsibility among students. The programme was inaugurated on 5th September,2025 by Hon'ble Chief Minister, Telangana.
The following are the objectives of the System and other guidelines:
Objectives :
- To promote student leadership and decision-making,
- To ensure compliance with school norms and discipline through peer role modeling and positive leadership.
- To foster a spirit of inclusion, cooperation and healthy competition.
- To provide platforms for expression, talent development, and life skills.
- To promote holistic development through co-curricular and extra-curricular activities.
Structure of the House System
- Four (4) houses to be formed in all Upper Primary, High schools and Higher Secondary Schools (Model Schools & KGBVs).
- Each class shall be divided into 4 groups/Houses; and the whole school is to be divided into 4 houses.
- While assigning houses to the students balanced representation of gender- and background across all houses shall be ensured
- Each house shall be allotted with a mentor teacher
- All students will be assigned to one of four houses that reflect the vision of holistic education

Composition of School Council:
- School Head Boy and School Head Girl (from highest class in the school)
- Deputy Head Boy and Head Girl (from second highest class)
- House Captains (from highest class in the school) and Vice-Captains (from second highest class in the school) (4 houses x 2 = 8)
- Sports Captain and Vice-Captain (2)
- Club Secretaries -6 (one for each club- irrespective of the house they belong)
- class Monitors/Representatives (grades 6-12) for each section.

Selection of student council:
The School Head, in consultation with the teachers shall identify the students for roles of Head Boy, Head girl, captains, Deputies and designate them accordingly.
Qualities/criteria for selection as members of student council:
- Regular Attendance and punctuality
- Active Participation:-30 activities like plantation drives, co-curricular activities etc.,
- Voluntarily step forward for duties, responsibilities, and community service.
- Leadership Qualities: Exhibits initiative, confidence, and the ability to motivate and guide peers positively.
- Discipline - Consistently follows school rules, exhibits self-control, and sets an example of respectful behavior
- Integrity and Responsibility :
Demonstrates honesty, fairness, and accountability in all actions; serves as a trustworthy role model. - Maintains good interpersonal relationships and following values
Sports Captain & Vice Captain : (i) to (vii) and - Active participation in school sports teams;
- Achievements in school, district, state and national level competitions.
Responsibilities:
Daily Responsibilities
- Conducting Morning Assembly,
- Overseeing Mid-Day Meal,
- Ensuring personal Hygiene,
- Maintaining discipline
- Persuade parents to attend parent Teacher Meetings.
- Maintaining good interpersonal relations, instilling values and encouraging team work.
- Head Boy & Head Girl to oversee the work done by house captains
The above daily responsibilities may be entrusted to the houses on rotation, on Monthly basis.
In addition, all house captains and vice captains shall,
- Lead school functions and campaigns.
- Organize inter-house competitions.
- Facilitate communication between students and teachers
- Maintain logs of activities and support grievance redressal efforts (e.g,, Girl Child Empowerment Clubs, Prahari Clubs).
- Draft monthly calendar of activities to be taken up in the school.
Integration with Student Clubs
Each house will actively participate in thematic student clubs such as
- Eco Club- Pachadanam and swachhadanam
- Girl Child Empowerment and Adolescent Safety Club
- Prahari Club
- Digital learning (Computers, IFPs) and STEM activities
- Library, Literary, Art and Cultural Club
- Sports, Health and Hygiene Club
