The Kala Utsav, a flagship programme of the Department of School Education & Literacy, Ministry of Education, Government of India was launched in 2015 and the programme is being regularly organized every year since 2015.
In this regard, it is proposed to conduct Kala Utsav 2025 competitions as follows:

The following are the general guidelines for conducting Kala Utsav 2025:
General Guidelines for Kala Utsav 2025:
- Kala Utsav 2025 will be organized in the offline mode.
- Kala Utsav aims to foster and showcase the artistic talent of secondary stage students (9- 12 classes).
- The focus of Kala Utsav 2025 will be in 12 main Art Form categories, with multiple flexible subcategories. They are as follows:
ART FORM CATEGORIES:
- Vocal Music Solo: Classical/Semi Classical
- Vocal Music Group: Folk group/Devotional group/Patriotic group/Light Music
- Instrumental Music Solo: Classical/Semi Classical String/Wind (Melodic Instrument)
- Instrumental Music Solo: Classical/Semi Classical Percussion (Rhythmic Instrument)
- Instrumental Music: Orchestra ensemble (Folk/Classical) Group
- Dance Solo: Classical
- Dance Group: Regional (Folk/Tribal) in Group Contemporary Choreography (non-film)
- Theatre Group: Short Play/Role Play/Mimicry Mime
- Visual Arts solo: 2 Dimensional (Drawing, Painting, printing, caricature)
- Visual Arts Solo: 3 Dimensional (Sculpture)
- Visual Arts Group: 2 Dimensional/3 Dimensional (Indigenous Toys and Games/Local Craft)
- Traditional Storytelling: Traditional Storytelling incorporating Group Dance, Drama, Music or Visual Arts or more than one art form.
Eligibility:
Students of Grades 9, 10, 11 and t2 of any government, government aided, and private school affiliated to any state or central boards can participate in Kala Utsav. Schools of other central government organisations (like Central Tibetan School administration, Demonstration Multipurpose Schools (NCERT) Indian Railways, Border Security Force, Central Reserve Police Force, Atomic Energy Commission, Army, Air Force, Cantonment Boards, New Delhi Municipal Council, Kasturba Gandhi Balika Vidyalaya) located in the State/Union Territory will participate at the district and state level competitions, along with other schools of the States or UT. Thus, total teams participating in each of the categories at the national level will be 39 [28 States + B UTs + KVS + NVS + EMRS].
National Level Kala Utsav 2025:
NCERT will ensure that all States, UTs, KVS, NVS and EMRS teams will be informed about the developments through emails and WhatsApp groups of nodal officers. In spite of the above, all stakeholders are advised to visit the Kala Utsav website for the new announcements and status updates on regular basis. The national team of organisers will continuously be in touch with the Nodal Officers of Kala Utsav from State, UTs, KVS, NVS and EMRS through an active WhatsApp group which will be created afresh for this year, For the national level competitions, in every category of arts, there will be a
separate jury consisting of experts drawn from educators, practitioners or scholars of the respective art forms. Members of the jury will remain same for all competition days. The jury will directly interact with the students during the competitions where participants will showcase their respective talent.
Entries:
The State/UTs/KVS/NVS/EMRS can participate in any of the subcategories under each of the 12 categories. Entries for Kala Utsav will include only students who are studying in Grades 9 to 12. Students should prepare their presentations or programmes under the supervision of school authorities.
➤ The participation of professional artists or performers is not allowed.
➤ Please note that each student can participate in only one category.
➤ Authorities must ensure equal participation of both girls and boys.
➤ In line with the Government of India's policy to promote inclusive education, authorities must also ensure the participation of students from the Socio - Economically Disadvantaged Group (SEDG), including children with special needs, at all levels of Kala Utsav.
National Level Awards:
All the winners (1st,2nd, and 3rd) will be awarded a cash prize*, a trophy, and a medal in each category. The cash award for winning teams of group events will be distributed equally among all the members of the team. The cash awards in each art category (solo and group) are as under
First prize : Rs. 25,000/-
Second prize : Rs. 20,000/-
Third prize : Rs. 15,000/-
Additionally, there will be two Consolation Prizes in each category (comprising a cash award of Rs.5,000/- and a certificate). All participants will be given a certificate for the National-level participation, It would be pertinent to mention that the awarded cash prize would be digitally transferred to the account of the winners
Plan of Action:
- Mandal Level: The students existing in the mandal level schools shall participate in the competitions through offline,
- District Level: This is 2nd level of Kala Utsav, where all winners of mandal level will participate for District level competitions through offline
- State Level: selected students from District level will participate at this level
- National Level: This is the final and culminating level of Kala Utsav where best of the state entries will showcase their talent through offline.
Jury Members:
At Mandal level and District level a committee may be constituted with the experts drawn from educators or practitioners or scholars of the respective art form. Members of the jury will remain same for all the competition days. The Jury will interact with the students during these competitions.
