👉ప్రీ-ప్రైమరీ ఇన్స్ట్రక్టర్కు కనీస అర్హత ఇంటర్మీడియట్ (10+2) లేదా దానికి సమానమైనది.
👉 బాల్య విద్య లేదా ప్రాథమిక బోధనలో అర్హతలు ఉన్న అభ్యర్థులకు ప్రాధాన్యత ఇవ్వబడుతుంది.
👉ఆయాకు కనీస అర్హత VII తరగతిలో ఉత్తీర్ణత.
ఎంపికలో అభ్యర్థులకు ప్రాధాన్యత ఈ క్రింది క్రమంలో ఇవ్వబడుతుంది:
- అదే నివాసం
- అదే గ్రామ పంచాయతీ.
- అదే మండలం
- అదే జిల్లా
నోటిఫికేషన్ తేదీ నాటికి అభ్యర్థులు 18 నుండి 44 సంవత్సరాల మధ్య వయస్సు కలిగి ఉండాలి.
ప్రభుత్వ నిబంధనల ప్రకారం వయోపరిమితిలో సడలింపు వర్తిస్తుంది (SC/ST/BC/EWS వారికి 5 సంవత్సరాలు, మాజీ సైనికులకు 3 సంవత్సరాలు, వికలాంగులకు 10 సంవత్సరాలు).
ఎంపిక చేయబడిన ప్రీ-ప్రైమరీ బోధకులు నిర్ణీత సమయంలోపు పాఠశాల విద్యా శాఖ నిర్దేశించిన తప్పనిసరి శిక్షణ పొందాలి.
✅నియామకాలు పూర్తిగా తాత్కాలికమే మరియు గౌరవ వేతనం ప్రతి విద్యా సంవత్సరానికి 10 నెలలు చెల్లించబడుతుంది.
జిల్లా కలెక్టర్ అధ్యక్షతన, అదనపు కలెక్టర్ వైస్-చైర్మన్గా, DO సభ్య కన్వీనర్గా, కలెక్టర్ నామినేట్ చేసిన ఒక సభ్యునితో కూడిన జిల్లా ఎంపిక కమిటీ నియామక ప్రక్రియను నిర్వహిస్తుంది.
Guidelines for Establishment of Pre-Primary Sections in Telangana Government Schools for the Academic Year 2025-25
Guidelines for establishing Pre-Primary sections in Telangana Government schools for the academic year 2025-26 are issued based on the convergence of the School Education Department, the Women Development and Child Welfare (WDCW) Department, and the Health, Medical and Family Welfare Department. They have been jointly developed to ensure clarity, uniform interpretation, and coordinated implementation across all administrative levels-State, District, Mandal, and School.
All concerned officials shall interpret and implement these guidelines in a collaborative, synchronized, and unambiguous manner. The responsibilities of each department are distinctly outlined to avoid any overlap, delay, or miscommunication.
These guidelines are binding on all stakeholders. Any clarifications required shall be escalated through proper departmental channels to ensure uniformity in execution.
1. Enrolment and Admission |
- All children eligible for enrolment for class 1 for next academic year i.e. 2026-27 shall be admitted in the Pre-Primary Section for the AY 2025-26 with the objective of ensuring school readiness and foundational learning.
- The admission process shall follow the procedures applicable to existing primary classes in Government and Local Body Primary Schools.
- The Headmaster/Principal shall ensure collection and verification of all requisite
documents, including proof of age and residence, at the time of admission.
- All admissions shall be duly recorded in the School Admission Register and entered in
the UDISE+ portal immediately upon admission, without any delay, to ensure accurate tracking and repofting.
- The admission process shall be inclusive. Children from marginalized communities and
those with special needs must be proactively identified and enrolled, with coordinated
support from WDCW and Health Department field staff, as per the RTE Act, 2009 and
Government of Telangana norms.

2. Infrastructute and Facilities |
- The Headmaster/Principal shall allocate one dedicated classroom for the Pre-Primary
Section within the existing school premises, ensuring it is appropriate for the
developmental needs of young children.
- Classrooms shall be equipped with child-friendly furniture, sufflcient display and
storage spaces, proper ventilation, and natural lighting. Classrooms must be decorated
in an engaging and educational manner, adhering to prescribed child safety standards.
The Headmaster shall ensure these arrangements are made at the earliest possible
after commencement of pre-primary classes.
- Clean and child-friendly sanitation facilities shall be provided and maintained
exclusively for pre-primary children.
- Indoor and outdoor play materials appropriate to age and developmental level shall be
made available at the school and maintained in good condition.
- A napping area is desirable. Where space permits, a dedicated napping area is
mandatory for the well-being of children.
- Responsibility for maintenance of sanitation facilities shall rest with the Amma Adarsha Pathashala Committee (AAPC) in coordination with the Gram Panchayat.

3. Human Resource Deployment
|
- Two posts shall be sanctioned per Pre-Primary Section:
- Pre-PrimaryInstructor
- Aaya
- Minimum qualification for Pre-Primary Instructor shall be Intermediate (10+2) or its equivalent. Preference shall be given to candidates with qualifications in Early
Childhood Education or Primary Teaching.
- Minimum qualification for Aaya shall be pass in Class VII.
- Preference in selection shall be given to candidates in the following order:
- Same habitation
- Same Gram Panchayat
- Same Mandal
- Same District
- Candidates shall be in the age group of 18 to 44 years as on the date of notification.
Age relaxation shall be applicable as per Government norms (5 years for SC/ST/BC/EWS, 3 years for Ex-Servicemen, 10 years for Persons with Disabilities),
- Selected Pre-Primary Instructors shall undergo mandatory training as prescribed by the
School Education Department within the stipulated time.
- Appointments shall be purely temporary, and honorarium shall be paid for 10 months
per academic year.
- The District Selection Committee, chaired by the District Collector, with the Additional
Collector as Vice-Chairman, DEO as Member Convenor, and one member nominated by
the Collector, shall conduct the recruitment process.

4. Curriculum and Activity Planning |
- The curriculum prescribed by SCERI Telangana, aligned with the National Curriculum
Framework for the Foundational Stage (NCF-FS), shall be followed.
- Teacher handbooks, activity books, and other instructional material shall emphasize
cognitive, motor, social, emotional, and language development.
- Activity-based learning and school readiness shall be prioritized to ensure holistic
development.
- In-seryice training for Pre-Primary Instructors shall be conducted by SCERT to support
eftective curriculum implementation and classroom practices.

5. Heatth, Nutrition, and Safety |
- Mid-Day Meals (MDM) shall be provided to all children in the Pre-Primary Sections as
per existing norms of the School Education Depatment.
- Snacks shall be provided by the WDCW Department, especially in schools with colocated
Anganwadi Centres.
- Daily attendance of children shall be linked to the provision of MDM and snacks, and
monitored jointly by the Headmaster and Anganwadi worker.
- Regular health check-ups shall be conducted by the Health Depadment, and health
records shall be maintained and reviewed at the school level.
- Emergency protocols, including first aid and medical response mechanisms, shall be in
place in all schools.
- Child protection measures, including prevention of abuse, ensuring physical and
emotional safety, and periodic sensitization of staff on child rights and protection
policies, shall be strictly enforced.
