PROF. JAYASHANKAR BADI BATA IMPLEMENTATION PLAN
Prof. Jayashankar Badi Bata Programme for the year 2025-26 is to be conducted in all the Schools of Telangana State for the enrolment of school age children.
Objectives of the Programme:
- Identification of all the school-age children in all the habitations and enrolling them in the nearest schools.
- Preparing a school specific plan by considering enrolment trends in the last three years to increase the enrolment.
- Strengthening of Government Schools with the support of community participation involving public representatives, Village elders, youth, Self Help Groups(SHG) and Amma Adarsha Patashala Committee (AAPC) members.
- Identification of school-age children from the nearby Anganwadi Centres and join them in the Government Schools.
- Up ating Village Education Register (VER) / Updating Admission register with PEN number and updating other online services related to the School Education Department.
- Enrolling children in Upper Primary School / High School those who have completed the 5th class and enrolment of children in High School those who have completed the 7th / 8th class ensuring 100% transition of children.
- Preparing a plan emphasizing the,
- Enrolment, retention and transition of girl children
- Re-enrolment of Out of School Children
- Identification, enrolment and inclusion of Children with Special Needs in coordination with SHGs, IERPs, Special Educators etc.
- Creating awareness of RTE (Right to Education) among Parents, Children, and Community members.
- Emphasizing the role of Parents in the effective schooling process and the importance of their attendance in PTMs.
- Creating awareness on
- Artificial Intelligence integrated learning in primary schools in collaboration with EKSTEP, through Digital learning platforms with personalized content focussing on Telugu reading, English reading and Mathematical skills.
- The Digitalization of Classrooms
- Teacher Specialities
- Government schemes like Free text books, Note books, uniform, MDM etc
- The digital literacy, Financial literacy and Life skills programmes.
- Best practices of the school
- Special focus on Mathematics and Science Subjects utilising online platforms.
Guidelines:
The District Collectors, District Educational Officers, Mandal Education Officers, Headmasters, and Teachers shall make effective plans to achieve the objectives of Prof. Jayashankar BadiBata and ensure the following activities are taken up.
A. Preparatory activities:
District Collector's Role:
- District Level Convergence Meeting by involving Panchayat Raj ura development, Municipal Administration, Labour department, WCD, Health department, all welfare departments and Zilla Mahila Samakhya to be conducted under the chairmanship of the District Collector to prepare an action plan in conducting the programme effectively.
- The District Collector shall take steps to involve all District Level Officers, other Employees up to Panchayat level in the district, Self Help Groups, AAPC members, Local community Leaders in the District in Prof. Jayashankar Badi Bata Programme to conduct in a vibrant manner.
- The District Collector has to ensure that all civil works like Bhavitha Centre, KGBV upgradations, major and minor repairs stitching of one pair of Uniforms is completed, all IFPs are functional and Text Books, Note Books, Work Books etc., are ready for distribution by 31.05.2025
- Provide additional teachers by way of adjustment of teachers as per need (as per existing norms) to the schools where enrolment is increasing.
- The District Collectors have to ensure that Mandal level Committees are formed and involved actively under the supervision of Mandal special Officers.
- The District Collectors have to ensure WhatsApp groups are maintained and daily review on school wise enrolment, progress comparing last year enrolment takes place in order to ensure enrolment increase. The suggestive format for comparision and collection of the data is as shown below:
- The District Collectors have to ensure pool of motivated teachers is formed to interact with parents for children.
- The District Collectors are requested to recognize those MEOs/ HMs/ CRPs/ Teachers/ AAPCs whose efforts yield in high enrolment with awards or incentives.
- Under the guidance of the District Collector, the DEO should coordinate all stakeholders, social service organizations, NGOs and community to make the programme a success.
- To ensure categorisation of schools basing enrolment trends in the past few years. The lists of the schools are to be shared with this office by 19-05-2025. Specific emphasized plans are to be adopted by schools with decrease in enrolment, zero enrolment to increase the enrolment in this year.
- The District Educational officer should coordinate with PD, DRDA, PD, MEPMA and GHMC officials in order to involve SHGs, SLFs in a big way in enrolment & retention drive and all Prof. Jayashankar Badibata activities.
- The DEO has to issue time to time directions to MEOs. MNOs, School Complex HMs Headmasters and Teachers in order to reach the objectives of Prof. Jayashankar Badi Bata program.
- Partner with non-governmental organizations that focus on education to run joint campaigns in promoting the facilities and benefits of Govt. Schools and to ensure 100% enrolment and retention.
- Local media channels, such as radio, television, newspapers, and social media, should be used to run awareness campaigns highlighting the benefits of enrolling children in government schools and latest digital technologies being used.
- To highlight 10th class results in TREIS, Model Schools, KGBVs, ZP High Schools and students who have qualified for professional courses etc. from these schools.
- To utilise Alumni of these schools as brand ambassadors during Badi Bata program.
- The complex Head Masters Mandal Nodal Officers, Mandal Educational Officers, all District Coordinators of SamagraShiksha and District Educational Officer should closely monitor Prof. Jayashankar Badi Bata programme on a daily basis.
- The coordinator (Community mobilization) has to report of newly admitted children to the Prof. Jayashankar Badi Bata desk at the State Level on a daily basis by collecting the data through google spreadsheet from each Mandal on class wise enrolment by making a single person responsible for entry. The District level entry should be done by the Coordinator, community mobilization only and he will be held responsible for the data.
- A Committee shall be constituted at Mandal Level with the Tahsildar, Mandal Development Officer, Mandal Education Officer, APM (SERP), Station House Officer, Assistant Labour Officer, NGOs, Hostel Welfare Officers of all Welfare Hostels, Women & Child Welfare Supervisors, and Cluster Resource Persons and the main responsibility of this Committee is to prepare a plan to achieve objectives of Prof. Jayashankar Badi Bata and also to take action to ensure the objectives of Badi Bata.
- The Mandal Level Convergence Meeting shall be conducted with the concerned line departments, Village Organizations, Mandal Mahila Samakhya and AAPC chairpersons to prepare an action plan for effective implementation of the programme.
- All Mandal Officers shall be given responsibility of clusters containing some Villages/ habitations to ensure effective implementation of Prof. Jayashankar Badi Bata programme.
- MPDOs have to ensure that Village Level committees are formed with the Special Officers of the Village, Village Secretary, HM, Teachers, HWOs, Anganwadi workers, SHGs, etc., to plan to achieve the objectives of Prof. Jayashankar Badi Bata.
- The MEO has to coordinate with the Mandal level committee for effective implementation of Prof. Jayashankar Badi Bata programme.
- The MEO has to report of newly admitted children to the Prof. Jayashankar Badi Bata desk at the District Level on a daily basis by collecting the data through google spreadsheet from every school on class wise enrolment by making a single person responsible for entry. The Mandal level entry should be done by the MEO himself and he will be held responsible for the data.
- Each Headmaster has to make the list of all 5+ age children, out of school children to ensure they are enrolled in govt. Schools.
- To analyse the enrolment trends in the past few years and to prepare his specific action plan by 16.05.2025 to improve enrolment in this year.
- On every' Friday, Meetings shall be conducted from 09.05.2025 to 30.05.2025 to explain to parents about the services and enrolment given in schools as shown below:
- Conducting Grama Sabha in a big manner on 06.06.2025 duly involving and inviting Local Pubic Representatives and other all Stake Holders to adopt specific strategies to achieve the objectives of Prof. Jayashankar Badi Bata and focussing on all works taken up by Government. Check list on the list of activities to be taken up is annexed here with.
- The HM has to ensure that the enrolment and retention in all schools should be made as an Agenda item of Village Organization (Mahila Samakya) meetings and follow up actions and targets should be fixed. HM has to attend Village organization Meetings along with CRP concerned. The Village Education committees should be strengthened and the school development should be the priority item in GP / Municipality level planning duly including parents, teachers, HWOs and villagers.
- Wide publicity shall be given
- On the quality initiatives taken up in the recent days i.e. digitalization of class rooms, integrated Flat Panels with learning management systems (LMS).
- Artificial Intelligence integrated learning platform with personalized\ content focussing on Telugu reading, English reading and Mathematical skills.
- On the capacities of our teachers and their training programmes on both curricular, co- curricular and child safety curricula on Child Sexual Abuse (CSA), Mental health, Digital literacy, Financial literacy, Menstrual health management, Life skills, Career guidance etc.
- Facilities provided at Govt. Schools like free Uniforms (Rs. 600 per student), Text Books (Rs. 450 per student), Notebooks (Rs. 320 per student), qualified teachers, best infrastructure facilities and benefits like scholarships, transportation charges, admission in 111T Basara, fee reimbursement at Higher Education Level for the students studied in Govt. Institutions.
- IIIT, NEET, JEE Coaching to IX, X, XI and XII class students.
- Safe environment
- Ensuring smooth transition from class X to class XI by mapping of SSC passed students to junior colleges and junior lecturers.
- PiJam — Interactive guided learning open-source platform tailored for Telangana integrated with code Mitra, AI tools and facilitates real time monitoring of student learning outcomes,
- Coaching for entrance exam conducted for residential schools in primary schools.
- Preparation of an action plan by all schools to implement the day-wise activities and also to achieve the objectives of Prof. Jayashankar BadiBata. Check list on the list of activities to be taken up is annexed here with.
- Ensure cleanliness of the classrooms and school vicinity to have a welcoming environment for students and parents. Check for water supply in the school before 10.06.2025. Check list on the list of activities to be taken up is annexed here with.
- Focus on attractive academic and extra-curricular programmes (sports)
- To keep all the records at the school level ready.
- To ensure all maintenance works are completed by 31.05.2025.
- To ensure all school safety measures are taken care of as per the norms.
- To make all arrangements for the PTM on 12.06.2025 like traditional invitations to parents, decoration of schools, taking the time of public representatives, etc. well in advance.
- To keep textbooks, notebooks, workbooks, and stitched uniforms ready by 31.05.2025.
- Feedback of parents should be recorded for further improvement.
- Engaging students and alumni as ambassadors to share their positive experiences in Govt. Schooling system.
- Share success stories of students who have excelled academically or in extracurricular activities, with the community.
- Engage local leaders, and influential community members to advocate for education and Govt. Schooling system. Their endorsement can significantly influence parents' decision to choose Education for their children and to choose Govt. Schools.
- Name-wise particulars of children who are newly admitted, children enrolled from Anganwadi Centers, and children who enrolled from private schools are to be uploaded in the portal every day.
